    JOB PURPOSE



    To strengthen and lead the cash-based transfers function of the WFP Pakistan office, in line with WFP corporate guidance and requirements.



    KEY ACCOUNTABILITIES



    Under the direct supervision of the Head of Programme and the overall leadership of the Country Director, the Programme Policy Officer (CBT) will:

    1. Lead the CBT function for Pakistan CO including convening, representing and actively participating, both strategically and technically, in the internal and inter agency cash working groups.

    2. Coordinate the CBT work across different functions at the CO level and with the POs/field teams.

    a. Providing guidance,

    b. Ensuring that the units follow to corporate procedures, including assurance

    c. Enhance the capabilities of the WFP team, cooperating partners and financial service providers.

    3. Follow up and work with Country Office teams to close outstanding CBT-based recommendations from various oversight missions

    4. Implement specific recommendations from the recent multi-functional oversight report which the Country Office will receive in the coming weeks.

    5. Draft a work plan for 2024 for the new Programme Policy Officer (CBT) highlighting the key priorities to ensure alignment to corporate standards and guidelines.

    6. Lead the work in CBT programming for Pakistan CO, including capacity development of staff in the country office and field offices.

    7. Review work and strengthen engagement with financial service providers, working closely with the Risk Management Officer, Finance Unit and Programme teams.

    8. Work with M&E team to strengthen learning and accountability around use of CBT in programmes.

    9. Investigate ways to digitalize all CBT functions, in cooperation with SCOPE team and RBB and HQ units.



    STANDARD MINIMUM QUALIFICATION & EXPERIENCE



    Education:




    • Advanced University degree (recognised by ) in one of the following fields: social sciences, statistics,

    development economics, finance, technology or other related fields, or First level University degree (recognised by )

    with additional years of relevant work experience and/or training/courses.

    of Education stating their recognition of the university and degree.

    Experience:


    • A minimum of five years of relevant postgraduate professional-level work experience in development or humanitarian work such as cash-based transfers,

    programme/project design and/or management, etc.

    • Out of the minimum five (5) years of the above-mentioned experience, at least two (2) years of strong professional experience specifically in the areas of CBT

    • Experience in using a variety of WFP-supported CBT tools, methods and approaches.

    Knowledge & Skills:


    • Good knowledge about the integration of gender, equity, disability, protection, human rights, and other inclusion issues as appropriate in CBT work.

    • Good understanding of results-based management principles and practices.

    • Solid practical knowledge of how data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting for CBT.

    • Ability to work with relevant technology, and procedures (e.g., web-based databases, other statistical applications) to produce in-depth analysis and develop and share quality reports and visualizations around CBT.

    • Good knowledge of programme design, implementation and operational challenges in food and nutrition security.

    • Has solid knowledge of human rights and gender equality and is able to ensure that evaluation design, questions and analysis incorporate this knowledge.

    Languages:
    • Fluency (level C) in English language.

    ORGANIZATIONAL CONTEXT



    WFP Pakistan is finishing the first year of its Country Strategic Plan which was primarily focused on responding to the needs of people affected by the massive flooding that took place in the latter part of 2022, through provision of food and cash support for flood response and then transitioning to flood recovery actions for most of 2023. WFP Pakistan also implements one of the largest stunting prevention programmes in the world, for the Government of Pakistan, which provides nutritional and financial support through the first 1000 days, targeting pregnant and breastfeeding women and children less than 2 years of age. The CO also supports several smaller cash-based programmes including an upcoming pilot project with the Provincial Government of Khyber Pakhtunkhwa to provide cash stipends to girls attending secondary school.

    As the flood response is diminishing, the Country Office is now focusing more on the enabling lives agenda, continuing the work with the Benazir Nashonouma stunting prevention programme and support to auxiliary activities being implemented through that infrastructure under a social protection lens, support to build resilience to climate shocks in targeted communities, and piloting various forms of school-based programmes for provincial governments. The CO developed capacity to implement cash-based programmes in the flood response and recovery and would like to strengthen their processes and systems moving forward into the second year of the CSP. In addition, WFP Pakistan has been identified as a High Priority country office, which requires additional focus on strengthening systems and operational oversight and accountability.
