    Job Description CDM Smith's International Development Group bids on donor-funded infrastructure projects around the world. We are currently seeking candidates for the role of Chief of Party for an upcoming USAID-funded project in Pakistan. This position will be based in Islamabad, Pakistan and will involve regular travel to locations throughout Pakistan.


    Description of Overall Project:

    The USAID/Pakistan Climate Smart Energy Activity (CSEA) aims to support the Government of Pakistan (GOP) in the implementation of its Nationally Determined Contributions (NDC) announcements of 2021.

    Through this activity, USAID will work with government, donor, and private sector partners in addressing climate change issues in the energy sector, including greenhouse gas (GHG) emissions.

    Although the focus of the project is reduction in energy sector emissions, the suggested project activities may also investigate adaptation.


    Position Description:

    The Chief of Party (COP)/Team Leader will manage project performance, team leadership and technical management, including relationship with the client, USAID.

    They will ensure successful completion of all project objectives and will ensure project deliverables are met and completed on-schedule.

    In addition to relationship management with USAID, the COP/Team Leader will develop and maintain effective relationships with government counterparts and project stakeholder.


    Primary responsibilities:

    • Direct the planning, coordination, delivery and leadership of activities
    • Serve as coordination hub between USAID, government counterparts, CDM Smith, and other project stakeholders
    • Oversee staff/team leadership, including tasks of the entire project team
    • Manage activities of team subcontractors.
    • Guide and oversee all aspects of the program, including cross-cutting aspects, and communication and reporting to USAID.
    • Ensure effective and budget management, including all project operational activities
    • Ensure all project deliverables are prepared on-time and on-budget
    • Manages effective client and stakeholder relations Minimum Qualifications
    • Bachelor's Degree
    • 15 years of overall experience, including 10 years of experience in management of large ($10 M+) and multidisciplinary donor-funded projects
    • Expertise performing and managing projects involving energy infrastructure, clean energy, and/or climate mitigation and adaptation projects
    • Experience in developing and transitional countries
    • Experience working effectively with government counterparts and energy-sector stakeholders
    • Demonstrated, effective leadership of multidisciplinary project teams of technical and non-technical staff
    • Excellent communication, presentation and interpersonal skills.
    • Strong skills in project, administrative and personnel management.
